For the past thirty years, Mr. Rulis’s trial practice has focused on medical negligence cases. Mr. Rulis has handled cases involving almost every medical specialty and thus, he has established working relationships with highly qualified medical experts, many of which are nationally recognized experts in their field. His extensive knowledge of medical issues and a commitment to detailed preparation combined with strong advocacy skills, has given his clients a decided edge in the courtroom. His Martindale-Hubbell rating (legal knowledge, analytical capabilities, judgment, communication ability and legal experience) is AV (Preeminent) with the highest possible rating (5.0 out of 5.0). His trial skills have been recognized by his peers with his induction as a Fellow in the prestigious Academy of Trial Lawyers of Allegheny County. There are over 7,000 licensed attorneys in Allegheny County, however Academy membership is limited to a total of only 250 of the county’s top trial lawyers. He has been selected as a Special Master for the Allegheny County Court of Common Pleas. As a Special Master, he often acts as a sitting trial judge in civil jury trials. Mr. Rulis has been named a "Pennsylvania Super Lawyer" by Super Lawyers magazine. This is a distinction awarded to only the top 5% of lawyers in Pennsylvania.
Mr. Rulis is a cum laude graduate of Indiana University of Pennsylvania and a graduate of the University of Akron School of Law where he was a Moot Court member. He is admitted to practice in all Pennsylvania state and federal courts. He is a member of the Pennsylvania Bar Association, Allegheny County Bar Association (Civil Litigation Section), Pennsylvania Defense Institute, Defense Research Institute, American Bar Association and the American Arbitration Association. Mr. Rulis has been a subject of biographical reference in Marquis’ “Who’s Who in American Law.”
Mr. Rulis has tried approximately 100 medical malpractice cases to verdict over the past thirty years. Additionally, he has handled over 1000 medical negligence claims, many of which were dismissed prior to trial. He has participated in numerous pre-verdict settlements. If a settlement is desired by the client, a fair settlement is obtained only after a detailed potential verdict analysis, expert review, and cost analysis. Mr. Rulis has been designated by the MCARE Fund to handle many of its catastrophic claims and he has coordinated multi-million dollar global settlements involving multiple party defendants.
